    Position: Senior Government Advisor
    Position Status: Full Time

    ACTIVITY OVERVIEW
    LEGIT is a three-year, USAID funded activity that focuses on increasing the accountability,
    transparency, and effectiveness, of sub-national government resources in Liberia by supporting
    the Ministry of Internal Affairs (MIA) and Governance Commission (GC) as they lead, monitor,
    and coordinate the implementation of the Government of Liberia’s (GOL) decentralization
    agenda. LEGIT is also working with local civil society organizations, and strengthening
    subnational institutions in Bong, Nimba and Grand Gedeh counties, and Gbarnga, Ganta and
    Zwedru cities, to be more capable, transparent, and responsive to citizens.
    POSITION OBJECTIVE
    The Senior Government Advisor will work collaboratively with LEGIT’s senior technical and
    county- based staff to manage strategic planning efforts and technical implementation
    across LEGIT’s four objectives. S/he will ensure cross-component coordination and integration
    to meet performance targets and conduct periodic quality reviews of project activities. This role
    will serve as a primary point of contact for LEGIT’s technical teams, directly supporting and
    leading technical activities related to increasing the accountability, transparency, and
    effectiveness of sub-national government resources in Liberia by enhancing the capacity of:
    – National government institutions to make incremental and sustained progress in the
    implementation of the national policy on decentralization and local governance;
    – County administrators to coordinate & provide oversight of government activities across
    sectors;
    – Cities to manage revenues & deliver services; and by
    – Increasing citizen participation in planning and decision-making in the delivery of services in
    counties & cities.
    TASKS AND RESPONSIBILITIES
     Work directly with the MIA and GC to develop and implement LEGIT decentralization
    activities
     Provide technical assistance to the MIA and GC to effectively and strategically
    implement the recently passed Local Government Act, and other laws and policies
    related to decentralization
     Support field teams (based in Bong, Grand Gedeh and Nimba counties) to implement
    LEGIT activities, including financial management and local government administration
    standard operating procedures
     Co-supervise LEGIT Activities Communication Coordinator based in Monrovia
    USAID LIBERIA LOCAL EMPOWERMENT FOR GOVERNMENT
    INCLUSTION AND TRASPARENCY (LEGIT)
     Provide quality control for LEGIT deliverables, including but not limited to weekly
    project updates, annual and quarterly reporting, and annual activity planning
     Serve as technical lead for developing and managing implementation of LEGIT’s
    Annual Work Plan
     Proactively coach and mentor LEGIT Monrovia and field-based staff
    QUALIFICATIONS
     7-10 years of experience working with government institutions in Liberia
     Strong understanding of decentralization in Liberia, specifically on local government
    administration and public financial management
     Experience working directly with MIA, GC and/or Ministry of Finance and
    Development Planning
     Technical training and capacity building experience with national and/or subnational
    GOL entities
     Previous experience managing staff and specific projects
     Demonstrated understanding of USAID-funded or other donor projects
     Bachelor’s degree in political science, business, management or related field required,
    advanced degree preferred
